Mt. Hood Meadows Motor Vehicle Driver Policy

Mt. Hood Meadows has developed a motor vehicle policy for positions of employment that require an employee to drive company or personal vehicles on company time, for company business or in the course and scope of employment at MHM
All MHM motor vehicle drivers must have a valid and current domestic (US) driver’s license, have an acceptable driving record and be familiar with the vehicle to be used or given instructions prior to driving the vehicle. Before operating any MHM motor vehicle employees shall be an approved driver as per Acceptable Driver Guidelines.
Acceptable Drivers:
Drivers should be over 21 years of age and hold a valid license.
Drivers 19 and 20 years old may be acceptable if they have clean MVR’s
Drivers must have been licensed for three (3) years with a verified, valid, enforce drivers license; exception for drivers under 21 as referenced above.
Unacceptable Drivers:
Based on accident/violation history, an individual driver may not be acceptable if one or more of the following conditions exists:
More than two (2) (minor) violations or at fault accidents in the last three (3) years
Any type A (major) violations within the last five (5) years
Minor Violations:
- Any moving violation not included as a major violation including:
- Speeding
- Failure to obey traffic control device
- Driving an unregistered vehicle
- Operating a motor vehicle while using a cell phone
Major Violations:
- Driving while intoxicated or under the influence of drugs
- Failure to stop/report an accident
- Driving while impaired
- Making a false accident report
- Driving with a suspended license
- Attempted to elude a police officer
- Operating a motor vehicle without insurance
- Negligent homicide arising out of the use of a motor vehicle
- Using a motor vehicle for the commission of a felony
- Aggravated assault with a motor vehicle
- Operating a motor vehicle without the owner’s authority
- Reckless driving
- Hit-and-run (Bodily injury or Property damage)
The following information is needed to check on a driver’s eligibility:
Name as it appears on license
Date of Birth
License number
No other information is required.
The Risk Manager is the administrator of the MHM drivers list. All requests for new drivers shall be submitted by department managers directly to Risk Management. Individual license information is forwarded directly to USI/Safehold Special Risks via Cyber Sure. Please allow time for insurance approval prior to the employee driving MHM vehicles. Driver’s list eligibility will be forwarded back to the requesting department manager.
For confidentiality reasons details of an individual’s denial are not forwarded to MHM. If an individual would like to find the reason for a denial or dispute a denial they must request a copy of their Motor Vehicle Record through the Department of Motor Vehicles from the state where they are licensed.
Copies of the drivers list and individual license information are kept in the Risk Management office and are not available for employee access. Once a driver is approved license information is destroyed.
Employees shall avoid driving their personal vehicles for work related business. If a personal vehicle is used for work related business the driver shall provide proof of current insurance to their manager. If an employee is not an approved driver they shall not drive their personal vehicle for work related business.
Hiring:
Make sure those job descriptions which require operating MHM licensed vehicles have the Acceptable Driver Guidelines clearly defined or conveyed.
Acceptance:
Once an individual is cleared to drive; the employee approved to drive, their manager and director must sign the Employee Agreement form and return it to Risk Management. That Agreement is to remain in effect until there is either a negative change in their record, they are no longer employed at MHM or there has been a change in MHM policies/guidelines.
Revisions:
The drivers list is up-dated internally in the spring and fall. An annual revision by the insurance carrier occurs with policy renewal dates. Because of this please reply to all requests for up-dated departmental drivers.
Vehicle Safety:
It is important to perform regular vehicle inspections. Before operating a motor vehicle a visual inspection will be performed and any damage reported via an appropriate MHM incident/accident report. Fluids shall be checked and replenished as needed. Confirm that any equipment that is unique to the individual vehicle is in place (including but not limited to chains, fire extinguishers, fire tools etc.). Should a safety hazard exist, contact the Vehicle Maintenance Department immediately and the vehicle will be repaired or “tagged out” and taken out of service for repair. Do not operate a vehicle that has been “tagged out”.
Follow all rules of the road under federal, state and local law. Safety devices shall be used to prevent and/or reduce personal injury and property damage. The use of safety belts is mandatory when operating a motor vehicle. Smoking is prohibited in MHM vehicles. Employee and/or guest pets are not allowed in MHM vehicles. Violation of these policies may result in disciplinary actions up to and including termination.
Distracted Driving:
Text messaging and speaking on a cell phone without the appropriate use of a “hands-free device” is prohibited while driving company vehicles or while driving on company business. The following defines and outlines our policy:
Driving
- Means operating a motor vehicle on an active roadway, including while temporarily stationary because of traffic, a traffic light, stop sign or otherwise.
- Does not include operating a motor vehicle with or without the motor running when one has pulled over to the side of, or off, an active roadway and has halted in a location where one can safely remain stationary.
Text messaging
- Means reading from or entering data into any handheld or other electronic device, including for the purpose of short message service texting, e-mailing, instant messaging, obtaining navigational information or engaging in any other form of electronic data retrieval or electronic data communication.
- Does not include glancing at or listening to a navigational device that is secured in a commercially designed holder affixed to the vehicle provided that the destination and route are programmed into the device either before driving or while stopped in a location off the roadway where it is safe and legal to park.
Hands-free
- Hands-free accessory means an attachment or built-in feature for or an addition to a mobile communication device, whether or not permanently installed in a motor vehicle, that when used allows a person to maintain both hands on the steering wheel.
Exceptions
This policy does not apply to an employee that is operating a motor vehicle while providing public safety services or emergency services.
Off Site Shift Expectations:
Some drivers are required to drop off and pick up company vehicles from remote locations in the course of their shift. Employees are expected to complete their route, shut down procedures, clock off and remove uniform before conducting any personal activities.
Vehicle Incidents/Accidents:
All vehicle incidents, accidents, damage and near misses shall be reported to the department supervisor/manager immediately. Contact Department of Public Safety and Ski Patrol Dispatch immediately when any MHM vehicle is involved in an incident/accident at the resort with: Another vehicle, the personal property of others and/or involving any personal injury. The vehicle operator along with the department supervisor/manager shall complete an Incident/Accident report and if applicable a DMV report. Forward all documentation to Risk Management before the end of shift.
Risk Management with departmental managers/directors will review all vehicle incidents, accidents, damages and near misses. All drivers/operators involved in a vehicle accident may be required to submit to an immediate mandatory drug and alcohol screen. Each incident may be subject for review to determine any further disciplinary action to be taken
